منظمات المجتمع المدني تطالب الكونغرس الأمريكي والبرلمان الفرنسي 

بعدم اقرار العدوان على سوريا المنافي للقانون الدولي 

  

تعرب المنظمات الحقوقية الموقعة أدناه عن قلقها العميق حيال قرع طبول العدوان العسكري على سوريا من قبل الادارات التنفيذية العليا في الولايات المتحدة الأمريكية وفرنسا، وهي من الدول الأعضاء الدائمين في مجلس الأمن الدولي واللتان تخرقان ميثاق الأمم المتحدة في الدعوة والتحضير لعمل عدواني منافي للقانون الدولي. 

  

وتعرب المنظمات الموقعة عن ادانتها لاستخدام السلاح الكيماوي في سوريا أي كانت الجهة التي استخدمته سواء في خان العسل (آذار 2013) أو في الغوطة (تشرين آب 2013) أو أي مكان آخر، وتدعو إلى استمرار فريق المحققين التابعين للأمم المتحدة مواصلة التحقيق للكشف عن الذين استخداما السلاح الكيماوي وعدم افلاتهم من العقاب. 

  

ويزداد قلق المنظمات الموقعة أدناه من جراء تواصل استخدام اسلوب الافتراء والفبركة لتغطية العدوان العسكري على دول مستقلة، وهنا نذكر بالمفبركات لغزو فيتنام الشمالية عام 1964، وبفضيحة خليج الخنازير عام 1961 للعدوان على كوبا، إضافة بفضيحة أسلحة الدمار الشامل كذريعة للغزو العسكري على العراق عام 2003. 

  

ويزداد قلق المنظمات الموقعة أدناه عن حقيقة تجاهل الإدارات العليا التنفيذية للدول المذكورة أعلاه لتقريرين حول استخدام الجماعات المسلحة في سوريا للأسلحة الكيماوية في خان العسل في 19/3/2013، التقرير الأول صدر عن وروسيا، والثاني صدر عن المخابرات الخارجية البريطانية (م أي 6). أضف إلى هذا تجاهل حقيقة ضبط السلطات التركية لمجموعة مسلحة وعددها (12) شخصاً استحضرت ليترين من غاز السارين من ليبيا في أواخر مايو/أيار 2013.

 

وتذكر المنظمات الموقعة أدناه أن هذه الوقائع تستوجب تفعيل قرارات مجلس الأمن رقم 1373 و1624 حول مكافحة الارهاب، وكذلك قرار مجلس الأمن رقم 1540 لعام 2005 حول أسلحة الدمار الشامل والذي يدعو الدول لعدم مساعدة وتزويد الارهابيين بأية مواد يمكن أن تسهم في صناعة هذه الأسلحة.  وهنا نذكر بقرار محكمة العدل الدولية عام 1986 الذي اعتبر دعم إدارة الولايات المتحدة الأمريكية للمعارضة المسلحة المناوئة لحكومة نيكاراغوا يشكل خرقاً للقانون الدولي.

 

كما تطالب المنظمات الموقعة الأمم المتحدة والمجتمع الدولي العمل على نزع كافة اسلحة الدمار الشامل في منطقة الشرق الأوسط، وليصبح الشرق الأوسط منطقة خالية من أسلحة الدمار الشامل النووية والجرثومية والكيماوية.

 

وتطالب المنظمات الموقعة كافة الاطراف المعنية بالاسراع في عقد مؤتمر جنيف 2 وتشجيع وتسهيل الحل السوري السوري عبر الحوار وبعيدا عن العنف المسلح والارهاب وتفويت الفرصة على مشاريع تقسيم سورية وترك الشعب السوري أن يختار عبر الانتخابات الحرة والنزيهة حكوماته الديمقراطية ودولته المدنية.

 

وأخيرا تثمن المنظمات الموقعة موقف مجلس العموم البريطاني الذي فوت الفرصة على اشتراك بريطانيا في شن عدوان ثلاثي على سوريا شبيهاً بمشاركتها في العدوان الثلاثي على مصر عام 1956.

 

كما تثمن المنظمات الموقعة موقف أعضاء مجلس النواب الأردني ال 77 الذين طالبو الحكومة الأردنية بعدم استخدام الاراضي الأردنية كمنطلق لأي اعمال عدوانية على سوريا.

Civil Society Organizations Call

to the US Congress and French Parliament Concerning US Aggression on Syria

& Violation of International Law

 

The undersigned Human Rights Organizations express their deep concern regarding the calls for military assault on Syria on the part of the higher executive administrations in the US and France that are among the permanent members of the UN Security Council thereby breaching the Covenant of the United Nations by calling and preparing for an act of aggression which contradicts with International Law.

 

The undersigned organizations also declare their condemnation of the use of chemical weapons in Syria regardless of the side that used it in Khan el Assal (March, 2013) or Ghouta (August, 2013) or anywhere else, and call for the continuation of the work of the team of investigators who are affiliated with the United Nations to uncover those who used the chemical weapons and consequently to ensure that they do not escape punishment.

 

The concern of the undersigned organizations heightens as a consequence of the continuation of use of an approach characterized by malice and falsification to back military aggression on sovereign states. In this instance we bring to the attention the falsifications used to invade North Vietnam in 1964 and the scandal of the Bay of Pigs in 1961 to commit aggression against Cuba, in addition to the scandal of the weapons of mass destruction as a pretext for military invasion of Iraq in 2003.

 

The concern of the undersigned organization heightens based on the disregard by the higher executive administrations of the above-mentioned states of two reports on the use of chemical weapons by armed groups in Syria in Khan el Assal in 19/3/2013: the first report was issued by Russia and the second by the British Intelligence (MI 6); and in addition, the disregard of the reported incident of capture by the Turkish authorities of an armed group consisting of 12 persons that obtained two liters of sarin gas from Libya by the end of May 2013. The undersigned organizations note that such facts demand the activation of UN Security Council resolutions 1373 and 1624 on the struggle against terrorism, also the UN Security Council Resolution 1540 (2005) on the weapons of mass destruction which calls on states not to aid and provide terrorists with any substances that might contribute towards manufacturing of such weapons. Here, were call attention to the decision of the International Court of Justice in 1986 which considered the support by the United States of America to the armed opposition to the government of Nicaragua a breach of international law.

 

Also, the undersigned organizations call upon the United Nations and the international community to work towards disarmament of all weapons of mass destruction in the Middle East region, so that the Middle East becomes a region that is free from weapons of mass destruction - nuclear, biological, or chemical.

 

The undersigned organizations call upon all parties concerned to expedite convening of the Geneva 2 convention, and to encourage and facilitate the Syrian-Syrian solution through dialogue and away from armed violence and terrorism, and to defeat the chance of the plans seeking the partitioning of Syria, and thus to leave the Syrian people to choose through free and impartial elections their democratic government and civil state.

 

Finally, the undersigned organizations value the stand of the British House of Commons who prevented Britain from engaging in a triple aggression on Syria similar to its engagement in the triple aggression on Egypt in 1956.

 

Also, the undersigned organizations value the stand taken by the 77 members of the Jordanian Parliament who called on the Jordanian government to abstain from using Jordanian territories as a launching ground to any acts of aggression against Syria.
